I have no experience related to the Himalayan tourism scenario, however, I have had some exposure to the tourism industry in a couple of cases and I think that they probably are not too much different as in the Himalayan region.
Naturally, I started analysing for each place which are the advantages and disadvantages, which are the different projects that can be executed alone of jointly to attract tourism, and all of them subject to a series of criteria .
There could be many criteria, depending on each case. For instance you may want to consider hospitality, mainly hotels, hostels, campings, etc as well as prices. You need to take into account aspects such as accessibility to each site, historic sites, beautiful areas (such as Dajeerling), visiting temples, possibility for hiking, experiencing driving in high altitude roads, watching animals and birds, average temperatures, amenities such as sky slopes, water pools for swimming, tennis courts, as well as first aid facilities, transportation within each site, rescue services in high mountain trails, information bureaus, etc.
You can use different models for selecting the best alternatives for a site or and for choosing a site,, but consider also the resources limitation, for instance maximum capacity of hotels, electric energy supply, etc.
