What are some topics related to sustainable manufacturing that are still in need of development and future research?
My masters thesis must incorporate some type of system modeling geared toward reducing energy Costs, however I am having diFficulty finding a topic that is unique and under developed. my Literature review consists of topics such as: production planning, predictive maintenance, buffer optimization, reduction of peak demand, systems which utilize renewable energy and or chp systems, agent based modeling, machine learning, etc.

At first, you should differentiate between topic (issue) you want to do research about and the methodological tool you wanna use to analyze that special issue. . for instance agent based modeling, machine learning or optimization are tools while others you mentioned could be a research field. At this stage , I think you need to select your topic first.
I recommend you some state of the art areas which you could use as your thesis field. generally there some hot contexts related to your expertise like Circular economy, Bio-based manufacturing, Smart cities, Energy transition, Zero energy building (ZEB), Sustainable development goal 9 (SDG9) etc. Actuaric prosumers, microgrids, Industry 4.
For know more, you could check special issues or call for papers of high impact journal in the field of manufacturing such as :

2- Production and Operations Management
