How can I calculate (Intrinsic Mode Function's frequency) row signal's frequency for example a=[0 0.0186 0.0259 0.0236 0.0136 -0.0025 -0.0218] by using FFT we can calculate, or can't we? Or there is any other method (which will give Instantaneous Freq.)? What is Ensemble Empirical Mode Decomposition?

FFt does not do very well when too few samples are available. Take a look at autoregressive spectral estimation.

You can try autocorrelation techniques when the samples are few.to determine the nature of the signal.
