from my observation, the Punjabi government could provide more aid to children with disabilities. As far as I am informed, help mostly comes from the private sector. Itoxic metal exposure affects intellectual abilities and in an increasingly toxic Environment, we must pay closer Attention to this problem, See our studies on Arab, Mexican and Punjab children.

Dear E. Blaurock-Busch sir although disability is more prevalent among poor people but usually disability may occur in an individual regardless of his/her prosperity or poverty. Poor as well as rich all need to be made aware of all these. It is the responsibility of the signatory state to make their people aware about Human Rights and Disability Rights. Good argument, Dr. Kumar. But to reduce the number of children born with disabilities, we need to create awareness of to potential causes: intermarriage with blood relatives and toxic exposure. To prevent that children born healthy become physically or mentally disabled, we must prevent toxic exposure.
Thank you dear E. Blaurock-Busch. The causes explained by you like toxic exposure, marital relation in close blood relations are responsible for disability but these contributes only 1-2%. Other causes some of which can not be controlled like Genetic anomalies i.e. Down's Syndrome or metabolic disorders like PKU, or Muscular Dystrophy, some of which can be controlled like fetal alchohol syndrome (due to alcoholism in mother or blood group incompatibility, or pre-mature or post mature delivery, any type of infection in mother,mental stress to mother etc. In fact disability can be prevented to a greater extent but for this, states need to focus at all four levels of prevention: primordial level, primary level,secondary level and tertiary level. dear Akhilesh, I think INDIA doesn't met any international standard in intellectual disability yet. in relation to PUNJAB I haven't seen any existence of such an institute in the state. Presently we are not able in providing education to other specially abled children (such as blindness, deafness etc.). PUNJAB GOVT. is unable to provide pays to its regular teachers and is hiring teachers on a minimum pay scale(rs 6000-10000) and a number of vacancies are vacant in schools. on the other hand there are some NGOs and organisations which are working for this noble cause in Sangrur , Patiala, Barnala, Ludhiana etc. (some major cities)...
and talking of intellect.... do you think we have a good intellect in INDIA now, where we are facing VALUE ErOSION, INCREASE IN CRIME AND CRIMINALS, increasing differences, INCREASING COMMUNAL VIOLENCE, MORAL EROSION, RESPECT OF PARENTS AND TEACHERS is GONE SOMEWHERE.............

I agree that India has not met international standards in education of children with disabilities. But still we are in process of moving forward now the situation has changed a lot after UNCRPD being implemented. Its true that you have not seen such institute made for children with intellectual disability. It should not be as India was never been an exclusive society rather, children with disability were the part of our society which is the soul of inclusion. NGO's are working and some of them doing very well in the line of philosophy of inclusion. Govt have not taken any big initiatives but still now a person having B.Ed. in special education can apply as a regular teacher also in a regular school. This is the dawn of special education in which gradually children with disabilities will blossom. I have a strong belief that India still has good intellect like you. As you are talking about values, values remain more in India than any other country of the world. You see European schools and you realize that still in India Guru Shishya relation is there. Still the respect of parent and teacher is there (may not meeting in degree up to your expectations). Moral Erosion is the problem of entire world, and fortunately the rate of moral erosion is least in India.
