It appears communication frames are the words, phrases, mannerisms, body language, etc., that people use to frame, characterise, and discuss a particular concept or issue.  

Problem framing appears to refer to the same phenomenon but applied specifically to a decision-making scenario or within a wider decision process. 

The context of interest is 'larger-than-self' problems, such as decision-making for sustainability issues.
