It appears communication frames are the words, phrases, mannerisms, body language, etc., that people use to frame, characterise, and discuss a particular concept or issue.
Problem framing appears to refer to the same phenomenon but applied specifically to a decision-making scenario or within a wider decision process.
The context of interest is 'larger-than-self' problems, such as decision-making for sustainability issues.

My Colleague, Therese Asplund at Linköping University, Sweden did her Ph.D on analysing climate change communication in the Swedish agricultural sector. The title of her thesis was 'Climate change frames and frame formation.' You may want to contact her for a copy of her research papers.
