One possibility is that ammonium sulphate is ionic and completely dissociated in solution so the ionic environment interferes with weak hydrogen bonding which can be a cause of inappropriate annealing including primer dimer. This may be said of other salts in pcr but ammonium salts are frequently used at higher concentrations than Mg, Potassium which are also present in a pcr mix but have other functions
