I expect dispersibility is meant. One should avoid confusion of terms. Unfortunately it is often asked how to best 'dissolve' particles but 'disperse' is meant.

Carbon nanotubes are not "soluble", unless they take CS2, but then the nanotubes are gone.
It is interesting how often the term "soluble" is used but "dispersible" or "dispersed" is what should be used.
I have sent a similar comment to one of the authors, he answered me as follows:
Yes, you are of course correct. This paper was written in 1999 and published in 2000. At that time there was still a lot of discussion about the terms to use. Of course, it is know well-known that small quantities of carbon nanotubes can be soluble in organic solvents (Smalley work), but this term should never be used for dispersion in water.
Regardless, I believe that for any solvent it is better to use disperse-ability of stability or something similar.
