I agree with Miguel Ángel, it's necessary to distinguish between mathematics and mathematics education as research or knowledge fields.
And I also recommend the Encyclopedia of mathematics education, it's a really good reference and pretty recent.

As far as I know there is no unified global dictionary, and there are only individual attempts.
