In Ontario, Canada K-12 teachers essentially have tenure and very little accountability.  Unless they commit a "serious" crime, they cannot be fired.  Is this the same in other places around the world?

If so, was is the impact on teaching and education?  I wonder if countries (scoring high on PISA) like Japan, Finland, Singapore, China, Switzerland have similar accountability policies?
