So, many young graduates from MIT, Oxford, Cambridge can not work here without a lot of money for nostrification! It is a huge state education problem. Bureaucracy, lack of knowledge, corruption ... all of them are the reasons to the problem of recognition of foreign higher education diplomas.They are widely recognized around the world, but not in Serbia! Indians getting Degree and even diploma from top ranking USA universities are recognized in India.But for medical graduates scenario is different .

There is no official number, but according to the National Association of Postgraduates in Higher Education Foreign Institutions in Brazil, 20,000 brazilians have already started the process and are waiting to have the diploma revalidated. Each institute defines the requirements for revalidation and charging a fee that exceeds US 500 dollars The time for renewing also varies. Second, the president of this association, the process should last for six months to two years and comes up through ten. Those who left the family and spent much of the reserves for study abroad complain of neglect and difficulties to be recognized diploma

The recognition of higher education diplomas is a serious problem in Canada for those who have earned medical degrees in other countries. Medical doctors and dentists who emigrate to Canada must earn a medical diploma in a Canadian University before such foreign-trained doctors and dentists can practice in Canada.

University engineering, science and mathematics departments routinely accept the diplomas of obtained by researchers in other countries.
In Russia, we need only apostille (for countries - signatories of Apostille Convention), for all other countries diplomas and other documents must be legalized (so-called consular legalization) by the corresponding authorities
Yes i see many people that graduate from high level universities like those who you mentioned, and most of them stay in that country which educated for job and even living. The government must support them from many aspects, like an apropriate job that use correctly their specialty and also financial supports. If governments pay more attention and importance to young graduated and invest to them, they feel more safety in their country and certainly it works, because everyone likes to be in his/her homeland.
Ofcourse the developing of the country also affect to this issue, if someone educates in developed country with high level equipments,while they lives in a developing counry, they will be more unwilling to come back to their country. I guess this one hasnt a short-term sulotion and it is a inevitably situation.

It takes care of everything. We have many universities in our country some of them may be fake universities. A Degree from any recognized university under UGC other than fake university either from India or any foreign country is always acceptable.
In my experience it is quite a long and painful procedure in Spain. Even for EU diplomas, despite all the bla-bla-bla about European integration. it seems arbitrary at times, although I believe there is no noticiable corruption involved in it. In general the originals plus an official translation into Spanish is required at least for the title itself, the entire program of studies and every course description. This can be quite expensive: an official translator may charge about 18-20 € a page.
After a relatively long time (quite variable) they may inform you that they recognize part of your degree but you still have to take some courses at a Spanish University to complete it. You have the right to appeal and also to try another time at a diffeent University. The candidate is at the mercy of the criteria of the expert that the University chooses to evaluate their case. Often the certificate that you obtain at the end of the process does not fully enable you to do your profession. Tends to be a vague academic recognition that you have that University level. It is often OK to proceed on to Master's or PhD program in Spain, or when a Univeristy degree is a prerequisite to apply for a given job.
Paradoxically, the situation for medical doctors has improved recently. It used to be almost impossible. But recently we needed doctors in Spain (due to a lack of foresight in our education planning -or lack thereof!) and the procedure has been much faster for them all of a sudden. However, they still have to take a big entry exam to join the National Health System. This applies to everyone after they finish their degree in Spain too, but their previous experience is not taken into account at all. They have to start from zero. Besides, to pass an official Spanish language examination at a medium-high level is a necessary prerequisite.
It is common problem. It is due to a fact that all nations do not believe we are all connected as one entity and all nations do not emphasize the value of education and teaching on equal footing. For example, all nations agree automatically on the value of gold and diamond. How these precious stones are achieved, they do not care. Education, on other hand, is a different story.
My answer to the posted question is not directly related to Diploma Nostrification and Equivalence in Serbia but may be relevant to the issue. In our education system curricular innovation is done based on international standard to place our graduates to international market. I designed curricular program in MS occupational therapy according to United State National Board Certification for Occupational Therapy (NBCOT). The MSOT graduate program was designed for US employment but not for local employment because we have different sets of policy and standards in employing certified or licensed occupational therapist. Similarly our education in nursing is designed and redesigned to meet the standards of foreign health care industry. I'm not saying that we are producing graduates exclusively for global market. We are responding to constant change in the local and global industry. It is a good suggestion to write the foreign university and ask what to comply to seek approval for equivalency program to be recognized officially.

Recognition and equivalence of master's degree is a problem at all places and in Indian Universities too. Every University makes its equivalence or recognition of a degree and if from an unknown or unlisted University, the case goes to a board which declares equivalence based on content of the courses.The same does not happen for a Ph.D degree because a Ph.D publishes and is known to the academia internationally.
However, the problem is genuine. There is a need for unification. We have Universities defining their own curricula which is not even equivalent nationally. In India, higher education is a state subject leading to education standards from zero to almost infinity. There is a need to unify not only at national level but also internationally.
I would like each master's degree in each subject to be controlled by Internationally appointed committee if they want seamless horizontal flow of students. at least key component of syllabi content needs to be of a minimum defined level and the Universities be asked to include this minimum subset in the defined course content. India has always welcomed foreign degree holders. I haven't heard of any incidence where a genuine degree has not been recognized ? A central body UGC has laid down norms for education and they are followed by all affiliated institutions.
As far as my knowledge goes there is no such problem in India, I am surprised by such a clause existing in Serbia. Education outside is actually a plus for the country, why would they not welcome it withy open arms and create such obstacles???
My dear fellows, in 1981 I went for Ph.D to USA! My bachelor and my M.Sci in engineering were recognized! I was studying and working at the same time as graduate teaching assistant!
Diploma nostrification is a common policy. We have also here in Greece such an authority. We have also several cases of bad application of this authority, For example there are some recognition of forged degrees, etc. These bad policies depend essentially on the cultural and political level of each country. All these problems tent to diminish by applying a vast modernisation. A modernisation which is in the service of the people and not in the service of international corporations.
Yes, there exists a public authority for this purpose in Greece. The main complaints are due to the fact that Greek first degree has a requirement of 4 years studies, while in other countries this is 3 years. So, the problem here is that foreign Diplomas have not even one lesson similar to Greek Diplomas: For example in Differential Geometry other departments of Mathematics abroad do not supply a course on 'differentiable manifolds as a required, while some Greek departments do it. So, people with a foreign diploma have to be examined in such a course.
Foreign degree holders of non established Institutes or Universities as also domestic degree holders from outside an existing list of equivalents need to prove equivalence before accepting them for admission. This is true for Indian Universities.

Two colleagues from India have already given their inputs. I am not aware of the issue with reference to Engineering or MBA degrees. But, degrees in medicine from foreign universities other than USA, Canada, UK and Australia not only need to be 'proved' as equivalent; the holder has to also appear for a 'screening test' and qualify to be eligible for a licence to practice medicine in India. While this may appear to be simple, the Medical Council of India which conducts the screening test 'unofficially' clears only about 8 to 10% of the candidates every year in the test. Students who have spent their parents life's earnings to study for 6 years abroad find this a raw deal. They have been agitating in New Delhi for years to make this system more fair and remove unofficial bureaucratic hurdles. We can only pray that their dreams come true.
To the best of my knowledge, Indians who do technical studies abroad usually prefer USA, UK, Germany, Australia and Singapore. They normally do not have to worry about this issue because mostly they do not come back to India for work!! Recent news paper inputs say that over 20 to 25% of Silicon Valley is Indians. That perhaps is an indication of the 'employment' opportunities and other conditions of life that they find more acceptable abroad. Indirectly, the country also benefits because of Non-Resident remittances.

Yes, this situation is present in Poland, Ukraine, and other European and not only, countries....It is horrible that scientists of these countries up to date could not reconcile these elementary enough problems, which are spoiling blood of many young researchers in their native countries...
In view of possibility of sold degrees available, some 'common entrance test' as threshold of standards ensuring uniformity may be necessary. The checks have to be there somewhere. Either allow only those Universities to award degrees and impart education which have been initially accredited by world bodies continuously or judge after.
Indeed, there is such an authority in the UK. It is called NARIC. There are cases where degrees and diplomas go through a scrutinisation process for obvious reasons of avoiding unpleasant surprises. Usually though with degrees and diplomas from acknowledged and renowned educational establishments worldwide there is particular issues.

In Italy there are lot of problem of nepotism, if you are not son or relative of someone inside the university it is difficult to do the first steps. Of course, when you come back with a really good CV, so it is possible to find some positions. In Spain where I'm working right now, I have found a more open world, with lot of young people starting their career. Of course right now with the crisis and the lack of money it's difficult to go on, but generally easier than in Italy. That's my experience.

Today is the Students day, 4th of April. There are about 230,000 students, Bologna began nine years ago. Great dissatisfaction with higher education has led to a petition for the abolition of Bologna process!
