I am looking for simple codes in Matlab or R for implementing a 2-d cellular automata.
In particular, I would need to simulate the movement of individuals within a population. This means that each cell might be occupied by 0, 1 or more individuals. Would that be possible using cellular automata?

With respect to the number of values of the CA variable, it can be Discrete and even continuous (not your case). You will have a range of allowed values where N > 1 in the case of more people at one cell.
I recommend you study briefly agent based modeling, as it provides better flexibility in modeling of moving entities. Be aware that ABM models are way more computer load demanding simulations! Yet, it is good to know about them.

You are welcomed to see one software and introductory research paper showing the complexity of cellular automata modeling of functioning of biological systems at their lowest level, with links to Python programs & animations in PNG format (information-lossless).
The program bellow allows selecting eight neighbors from 24 possible (in 5 times 5), which allows us to study spatially extended neighborhoods. The code is available to anyone as the open-source under the GNU license.

One more idea on the way that can be used use to solve your problem is to use a variant of cellular automata called agent based automata. One software with many examples can be found here:

I recommend to read the book of Illlachinski on Artifical War, which explains agents' programming in real depth!
