Yes, you can use WO3 electrode material for supercapacitor application. The tungsten oxides orderly stacked by the WO6 octahedra have a considerable number of interstitial sites, which are effective to access electrolyte ions diffusion. It allow adsorption/desorption of ions at the surface, also insertion/deinsertion of ions into the inner parts of the solid-state structure.
