Yes if you run a dna mass ladder or sample of known concentration in the same gel then you can scan the image and plot a graph of dna concentration against signal intensity and read off your unknown dna against this. If you only have one sample of known concentration then either serial dilution or assume linearity between the zero points on both axes and the intensity of the known sample
