Can you suggest to read some papers on insect growth regulators that control aphids, whiteflies etc. effectively.
I have tested diflubenzuron (Dimilin) on the fecundity, fertlity and progeny development of a hemipteran insect Dysdercus cingilatus
I have also studied the effect of Dimilin on biological parameters of Hieriglyphus nigrorepletus published in Indian Journal of Ecology, 1992
Searching for information discovered the following IGRs:

"PYRIPROXIFEN" A novel Insect Growth Regulator (IGR),launched by Sumitomo company which effectively manages the sucking insect pests population of cotton.
I am afraid, Mostafizur, that all of the above compounds mentioned by colleagues have not only the ability to affect Homoptera but also their natural predators. The critical factor will be the sensitivity to each or any of these compounds found in your pests and the predators. My suspicion is that you would expect to find that the predators have a lower threshold of sensitivity than the pests.
One idea that came to me, although it does not directly involve a recognised growth regulator, is use of acyclic sesquiterpenes, which are naturally derived and several show either insecticidal or growth regulatory activities. Farnesol is also a "panic" pheromone for some species of homopterans, as well as showing activity, and nerolidol has been shown in other applications to have some insecticidal and ovicidal (presumably through IGR-like processes) activity. Of course there is little you can do to completely prevent any impact on other species but using these types of compounds would minimise this damage.

Buprofezin is more suited for your need. Being IGR candidate it poses no harmfulness to the natural enemies.
Buprofezin, a thiadiazine insect growth regulator acts by inhibiting cuticle deposition, suppresses egg laying in female adults with inhibition of prostoglandin synthesis and has effects on levels of hormones associated with moulting in nymphs. Buprofezin have relatively low toxicity to beneficial insects. As such, it is considered an important addition in integrated pest management programmes in various agricultural systems for controlling the diversity of sucking pests.
