Use "Virtual Blade Model" add on module. You may contact ANSYS Fluent customer support, if you are using a valid licence of Fluent. This module uses actuator disc's concept to impose rotor's effect in the flow field without actually modelling the blade
I have experience with actuator disk modeling in CFX. If you have questions regarding the actual methodology I can help! If you have questions specifically about implementation (i.e. how to write the UDF) then other people are probably more qualified, as i have only limited experience using fluent.

I am trying to implement actuator disk approach using fluent.I read your paper about optimizing the duct turbines.I have a qeustion about the disk implementation that I mentioned and another about the algorithm that you and Mr Crawfoed used in matlab. However the most important is about UDF for the actuator disk approach.I will be so thankful.
