Yes, separating free water molecules from bulk water and confining these energetic molecules in a sealed compartment allows them to react, strip electrons and ionize the gas in the compartment thereby creating a plasma. Using a hygrometer and ion sensor in the sealed compartment shows maximum humidity levels and increasing levels of ionization over a period of several days.

plasma generated when a sufficient Electric field (AC or DC) is applied between two metal electrodes in an evacuated chamber and called capacitive coupled plasma or when a high frequency E-field applied to a coil surrounding an evacuated glass tube through matching network, this called inductive coupled plasma, laser could also used to generate plasma and this type of plasma called laser induced plasma and so on, plasma could also generated at atmospheric pressure by the same way but this needs higher voltage than low pressure all this kind of plasma generation needs some kind of energy coupled to the gas
In chemical lasers the energy should be added for initiating the chemical reaction only. The output energy can by many times higher.
A 500ml storage jar was fitted with a hygrometer and ion counter. The jar was sealed with a water tight plastic lid and fixed with velcro to the bottom of a large acrylic beaker filled with distilled water. Bulk water contains 12-19% water free water molecules (size, 2.75Å). Osmosis and diffusion filtered free water molecules through the glass pores (8 -12 Å). The humidity in the jar reached 99%. Over a period of days the ionization levels increased to a maximum on the ion counter. When confined, the inherent kinetic energy of free water molecules reacted to produce plasma. When removed from the water the 99% humidity and ionization levels were maintained for over 30 days. These findings indicate a novel form of plasma without external energy input.
These experiments indicate an interesting effect of the initiation of physico-chemical transformations and energy conversion in a confined nanoporous system using the energy of chemical bonds stored in water molecules. However, this case, strictly speaking, does not indicate a new form of plasma.
We do have a physio-chemical transformation of free-water molecules confined in this experimental preparation resulting in ionization. The detected ionization produced as a result of the reaction (transformation), by definition is plasma. Furthermore, this plasma behaves differently that that produced by high energy input. We have grown plants in this plasma environment without water. We have shown enhanced plant and fungus growth without liquid water in this plasma environment over the long term.
Plasma naturally exists inside your body even without any input energy ----- it is called cellular plasma ----- lying inside living cells
