I am conducting a factor analysis for different items under one variable. Theoretically, they should into three categories (substantial, participation and accountability). The factor analysis that I have done grouped them in that manner, but there are some overlaps with some of the items loading in another component. Is it ok to proceed and say that most of the items related to substantial loaded on com1, most of the items related to participation loaded on 2, etc?

I have tried a lot but I have failed to get the clearcut components.
