I'm currently working with a signal made up of sinusoids whose frequency and phase are modulated for transmitting binary data.

The frequency keys are used for keying 0s and 1s, whereas the phase keys are for bit delineation.

I know that time-frequency analysis tools can help with discerning the frequencies well, since they are well separated in values. But the phase shifts don't seem readily detectable.

Are TFA tools shift invariant such that it cannot reveal the phase shifts?
