I know that T7 RNA polymerase does not require transcription factors , but is there any other protein besides the polymerase who can bind to the same promoter?
I wouldn't believe there is anything except T7 polymerase in specific E. coli strains (I assume you work with bacteria) that could bind to T7 promoter sensu stricto. However, in some vectors, T7 promoter is combined with an operator region (lac mostly) without making this clear on the vector map. You should be able to find this out by checking the sequence downstream of the promoter.
