Hi,

Most of the Institutes and Research centers has skilled staff who may be just matriculation passed, as they get experienced they would tackle any troubleshoot or problems they face.

Most of the time the higher authorities publish this data in their names without atleast acknowledging the staff.

Is there any rule that one should have a certain education background to publish a data ?
