Celebrating the day of culture is not known to me. In India, in school level, college level and at universities level every year we celebrate cultural fests between colleges and universities generally in december. In this, the students exhibit all types of cultural programs like dance, art, small work making dramas, small shows etc.

I have visited Bulgaria two times in the past, and the memories of the visits are central to my latest collection of stories under print. Even the title of the book is related to the whining of the albatross which woke me up on my first morning in Bulgaria -- in a hotel room near the Golden Beach, Varna. I am not sure if it is a national day but I do know my daughter in primary school do celebrate cultural day once in a session.

There is a day in India where Hindu children place their school books on an altar and pray to the deity of learning. During that day they refrain from reading so that they receive blessings. The day after they start reading and the belief is that they will read well and learn well in the future.

Every language is evolving, our languages are quite difficult, and over the years there is simplification. For example, from the Bulgarian language the writing of ь at the end of some words disappeared.

In the 9th century it was important to educate the people in accessible language and the Bulgarian rulers found a way to achieve it.

However, the smaller ethnic groups in the country with, historically, very dominant languages like Efik, keep celebrating culture and language writing essentially with UNESCO, who set the mother language day for February 21 every year. So, in Nigeria several ethnic nationalities celebrate their culture and language on this date or another, in diverse optional ways, writing; a very central option.

In Bulgaria is the same situation. My mother and grandfather have learned me to read by old rules (before 1940 years) but i can't write by them.

Regardless of politicians and modern times, it is very important for people to have a day of culture and writing. Not only in Bulgaria.

Free and thoughtless translation of the titles of literary classics could be not only improper but also misdirecting. One glaring example is Victor Hugo's legendary title Notre - Dame de Paris as The Hunchback of Notre Dame. This English title downplays the wholesomeness of Hugo's vision of Paris (from cathedrals to sewage) and restricts our focus to a love triangle. 

I know of two people who strongly disliked the Englis translation. One is me :) and the other was Victor Hugo himself.

The subject of literacy is very voluminous. This depends not only on school and skeleton, but also on the whole of society. We must learn ourselves to intolerance of the lack of culture and motivate everyone to improve.
