Are there any international cooperation bodies to support researchers or open access journals with impact factor? Do these plans solve concerns about processing fees?
Samy - the simple answers is 'not at the moment' - or at least not that I am aware of. A recent sea-change, however, is that more grant funding organisations are becoming more accepting of researchers including open access fees as part of a justified dissemination plan. It has become more common for sponsors to support conference attendance for findings dissemination - so it may be possible that similar small sponsor opportunities may start appearing to support open access in a similar way.
The universities and organisations may support this. They may allocate a portion of their budget to support this kind of activities. I understand some of the funding agencies provide budget for this while sanctioning projects. The PI of the project may also meet the expenses under recurring contingencies budget, if it is permitted by the funding agency.
