Web of Science (ISI) listed journals is also as powerful like scopus. is just that recently there was shift of ranking power from ISI TO SCOPUS. But for me both domain are good and your publication will received good publicity
Looking on the post here it seems the most agreed answer is "yes". However, the motivation is formulated rather in terms of compliance to a specific request (legal, internal regulation a.s.o) and not as an argument. I will try to propose such an argument.
1. How real is the research outcome for the scientific community?
Lets formulate this in terms of graph small world concept - in connection with a small world, there is no truth value to associate.
2. Does the ISI indexed publication open the research outcomes to world (here world as opposite to above small world concept) in such a manner a specified truth value to be associated?
The JTB (Justified Truth Belief, see https://plato.stanford.edu/entries/knowledge-analysis/) is related by publishing in ISI indexed titles.
Coming back to the question it follow from 1 and 2 that only JTB is present if publishing in ISI titles, but this is not proving for the reality, usefulness, etc. of the disseminated research results.
