I am attaching the snapshots of the swirler. I am not finding the way to mesh it structurally unstructured mesh i have tried but the number of elements are huge so to reduce the mesh size structured hexahedral mesh needs to be done. tgrid is also an option but i dont know how to use that too.

You could create an unstructured tet/prism mesh and than in Fluent you could convert this tet/prism mesh to a polyhedral mesh. Polyhedra have similar numerical properties like hexahedra and the number of mesh elements would be similarly small for a polyhedra mesh in comparison to the effort to generate a pure hexahedral mesh.
With Fluent 19.2 you may want to try the new MOSAIC meshing scheme in Fluent, which is essentially a direct polyhedra mesher, which is avoiding the intermediate step of first generating a huge tet/prism mesh, but which generates a hybrid poly, prism, hex mesh from a tesselation of your geometry. Since it has been newly introduced in Fluent meshing, not so much experience is available about the performance of this meshing method. With the first approach a success would be almost guaranteed.
