May be you can try Matlab (www.mathworks.com/products/matlab). It is very powerful and popular. You can try available code or try to implement your own code.

In other case, you can also try these software:

- Rapidminer (https://rapidminer.com) not free, but there is starter version that is available for free

- Java HAC (http://sape.inf.usi.ch/hac). It is free.

- XLSTAT (http://www.xlstat.com/en/learning-center/tutorials/running-an-agglomerative-hierarchical-clustering-ahc-with-xlstat.html)
