It is < 0.06. However, many authors suggest that any values between 0.05 and 0.08 indicate fair fit. You can follow the following article:

Up until the early nineties, an RMSEA in the range of 0.05 to 0.10 was considered an indication of fair fit and values above 0.10 indicated poor fit (MacCallum et al, 1996).
