Dear Sourabh, nothing is clear from this photomicrograph. Either the microstructure is under-etched, or it is very fine-grained.
Similar to Alexey Fedorov , I recommend not concluding anything from this image. This is not sufficiently resolved, maybe try AFM if your SEM can't get it better?

I assume that this microstructure is very fine grained, but I recommend not to conclude anything from this image (Nothing is clear). A good polishing and a mirror surface finishing can help you to get a better image.

I don't know whether the specimen surface is etched or not. If yes, I think you did not focus as well as possible on the specimen surface. Try to magnify it more or use SEM.
