Dear Colleagues,
I recently saw a discussion about difficulties of carrying out scientific research in countries without adequate financial support. Always listing individual efforts of each nation to obtain a strong area of scientific and technological research in a given line of research.
In my opinion, it is past time for the world to have a World Scientific Council (WSC), to finance and disseminate scientific research in areas of exact, biological and human.
A multilateral body with the participation of developed and developing countries. The WSC should be a way to find, support and develop scientific research on a global scale. Able to list financial support in scientific research projects around the world, observing the researchers who have excelled in their research in each country for purpose of financial and structural support.
List research projects that are of local importance, that is, of a particular nation or region, and research projects that are of global importance.
This may seem like a utopia WSC, but I know that without an initiative like this, segregation of all kinds will worsen in the world. In addition to that, without an organ capable of finding important researchers and research, and that are buried in bureaucracy or are never awarded financial support to carry out its important global innovations, they will never be found.

We need to propose new ideas to follow the right path, just changing that we can change the world!
Developing countries could benefit each other from developed countries, exploring solutions for the benefit of humanity!
Are we prepared and with the right maturity for something so ambitious for humanity?
Countries continue to segregate science, and apparently have no common interests. The frontier of science has not yet broken through the political-geographical boundaries and nothing in the bureaucracy of the political idealism of each nation! That sad!

I was wondering how to make this WSC effort real. And I think it should start as a non-governmental and non-profit organization, supported by individuals and not companies. And who knows, over time, the nations will see importance of this!
The World Scientific Council (WSC), must have as one of important designations, to build together with the world scientific community a unique international standard to designate the structure of bibliographic references.
I believe that the WSC will also be able to act on standards of worldwide bibliographic references, registration of researchers and institutions, in addition to helping to disseminate research without proprietary news channels, which distort and destroy the understanding of the research carried out.
Does anyone have any idea how to actually start discussing the WSC???
