Hello Mr.Richter ...I don't have the answer to your question but I strongly recommend you to write "Persian gulf" (Instead of Arabian gulf) in your future communications in academic or industrial environment.This issue has been a political scenario made by UAE in the recent years and most historical documents confirm the Persian Gulf name.There is no Arabian gulf.

You need to clarify your question a bit more- for example

Solid- a brick wall is solid, but a shelving structure can’t be solid. I think you mean plated  or thin-walled structure

Free standing- Nothing can be free sanding offshore even in the benign environment of Persian Gulf.  Such shelving must be bolted down if it is on a topside or within a vessel. You can't rely of the self weight for the lateral stability

Wind loading- this term tells me your shelving are on a topside which is exposed to wind, not on the ocean floor. If I am right then there are codes/advice for how to determine the wind loading.  If this shelving is exposed to  the wind then you should consider the gust forces. 

If you want a simple minded approach, then  calculate the sail are (which is 10m x3m) and multiply it by 2500N/m2. This gives you a force which you can use to determine the plate thickness as well as anchoring (bolting it down) requirements.

I think the best standard to use for wind loading of any kind of structures is ASCE. Kindly keep in mind that your exposure category would be D based on what I have known from your explanations.
