Will this reaction take place as written?

I found this reaction in an article, but I'm wondering if the center carbon in the triazacyclononane will truly be removed spontaneously in the reaction. Also, the solvent used in the reaction was not reported. Does anyone know what solvent would be suitable for this reaction?
