Some people reject new technologies or techniques in the their field, especially when it suggested by the others. Sometimes they put obstacles in the way of it's use.

I totally agree with you and even when we talk about high academic degrees, when they refuse to adopt a new technologies in education or management, or Data Processing.
I agree with the reasons given before. I would actually be less polite and would summarise it all as FEAR. I would just say these people are just SCARED.
Before I retired (2012), I was a nurse practitioner for bladder and bowel health. I used to do quite a bit of work with women with pelvic floor weakness which sometimes involved getting their pelvic floor muscles working by using electrotherapy if the muscles would not contract in order to be built up by exercises,

However, pelvic floor re-education took time and effort from the woman who needed my help. And there had been a new treatment made available that used mesh inserted surgically that many women saw as a speedier solution:
I had wondered whether it would be as good as it was expected to be and carried on with my nurse / physio options, but had quite a lot of women who rejected my offer of treatment as they wanted to improve 'over night'.
Later, when I heard about the problems incurred by the mesh, I remembered being a bit concerned about the mesh when it first became available. It seemed to have appeared and be used very quickly and I had wondered about it.
Not because it was new, particularly, as I like to hear about new technologies, but I had just felt uneasy.
