You made need to find a different buffer. Since niosomes are made from nonionic surfactants, it's possible that the stability that occurs in the absence of the buffer is due to weak electrostatic interaction. If your buffer is isotonic, it could simply be the ionic strength is too high. If you require isotonicity, try using a non-electrolyte to control the osmotic pressure (e.g., dextrose or glycerin).
