Normally, this is due to one of these two reasons -which are not mutually exclusive-: a) Perhaps too much data is requested from the subject who has to fill in the Questionnaire or Survey and feels "identified or easily identifiable", for This must preserve anonymity as best as possible b) in countries with totalitarian governments and little democracy and freedom it is logical that there is FEAR OF REPRESSION or undesirable consequences for those who are perceived as identifiable
According to my opinion, Pakistanis are very generous and open towards foreigners and strangers. They easily trust non-Pakistani people. Unfortunately there is alot of intragroup mistrust among Pakistanis. Mistrust might be one of the reasons for hesitation in sharing particulars or filling in surveys. Another reason is ethical approval, and lack of ethical compliance. For example, people often sell the data to other countrie, exploit the data and misuse it for reasons other than research. Another reason is that people do not understand the terminologies, ethical information and the significance of research. They think that it is a time wasting activity with no benefit to them or the society (partially they are right because we see many publications but practically there is little or no change).

It is probably due to the limited awareness about the benefits of research due to the absence of research culture in most universities. Also, social desirability may be a predominant factor.

Generally, without any reason, the public at large including educated persons have not to fill in the Questionnaire and understand not liable to answer. Lack of responsibility is created by not answering.
