Many people go to do phd in top universities in the world and publish A level conference and Journal papers. But once they finish PhDs and move back to their home countries they are not able to publish at A level anymore in 99% cases. Why is this?
I think it is mainly due to change of system, other factors may include change in priorities, change in responsibilities, and lack of collaboration with previous research group.
Another question would be, how many people who publish at A-level venues "during their PhDs", continue to publish in A-level venues "after their PhDs"?
I will second the Dr. Shehzad. Moreover, in most of the top journals and conferences, the professor name also matters. Professors from top universities are in research and well known that is why their names also carry some weight.
So It mean all the people should go back again for PhDs again to get motivation. As far I know for Management and CS and many basic science like Statistics, mathematics, there is no need of LAB facilities.
