Global heating is still international problem with air pollution ,flooding and overheating in the world and big countries like USA,China and Russia are still polluting air by greenhouse gases.Key portions of the Kyoto Protocol are set to expire at the end of 2012. But many of the world's major greenhouse gas emitters have already set national targets to reduce emissions, and they're forging their own initiatives to meet those goals.
Some are focusing on curbing deforestation and boosting renewable energy sources. Several nations are experimenting with cap-and-trade plans: Regulators set mandatory limits on industrial emissions, but companies that exceed those "caps" can buy permits to emit from companies that have allowances to spare. In some cases, it's not clear that countries are doing much to meet their stated climate goals. What is clear is that the pledges currently on the table aren't legally binding, and they fall far short of what would be required to stabilize the planet's atmosphere.
So why these countries not to stop pollution?

I think that the main reason that these countries do not stop emitting gases is that their economy depends to a large degree on polluting industry, and if they decrease the levels of industrial production, their economy will be disturbed, the rate of inflation will rise, and the unemployment rate will rise.

Dear friend ,thankyou for good reply,and i made arrangement that our opinion is what European countries will gerous climate change, the EU has committed to cut its greenhouse gas emissions by at least 40% below 1990 levels by 2030 under the Paris Agreement and to work towards carbon neutrality by the second half of the century.
In November 2018, the European Commission presented a long-term strategy for the EU to achieve a climate-neutral economy by 2050, including eight possible pathways.
The European Parliament adopted a resolution outlining its recommendations on 14 March 2019.
MEPs called for the EU to raise the 2030 emission reduction target and reiterated the Parliament’s position to allocate at least 35% of the EU's expenditure on research to support climate objectives.
