Why, in small amounts of capillary number, does the droplet length become bigger and bigger through the channel?

I have simulated a micro channel which has been made by main and lateral channels, in the main channel, air as continues phase and in lateral channel, water as dispersed phase are flowing.Then in small capillary numbers, the droplet length become bigger and bigger in the channel after the breakage.

How are you formulating your Ca number? If the velocity of your air (continuous phase) goes to zero, then it follows that the water phase (dispersed phase) would have no outside forces to break it into drops. The only force acting on the water at low Ca number/low velocity, would be it's own surface tension.
