Is there any flexible polymers similar to PDMS, but has hydrophilic property?

looking for a polymer which,

1) will be used for microchannel (cross-section: rectangle with 1.4-1.6 mm width, linear configuration) fabrication

2) easy to fabricate similar to PDMS

3) Permanently Hydrophilic but not soluble in water.

You can modify standard silicones to become more hydrophilic by adding macromers with surface active end groups as described in "Modification of Silicone Elastomers Using Silicone Comonomers Containing Hydrophilic Surface Active Endgroups" (attached below). Alternately, Gelest Inc offers PP2-RG03 a hydrophilic silicone for microfluiidics. Basically the chemistry is reacting into a 2-component Pt cure-silicones a silicone with short PEG groups.
