Why IBMX but not forskolin during adipocyte differentiiation?

During preadiopcyte in vitro differentiation, cocktail stimuli is needed.

But why IBMX but not forskolin? Both of them can increase the intracellular level of cAMP and lead to PKA pathway activation? What's the difference
