Why does Etabs give too much shear reinforment area per meter according to the russian design codes (snip)?

Dear researchers,

I am dealing with a concrete model in ETABS which I need to design according to the Russian codes (SNIP). I have problem with required shear reinforcement area of columns. In several columns, although the shear design force is not too much, the program gives very big shear reinforcement area per meter(cm2/m) when I designed with SP( russian code).

I kindly ask, if anyone encounter with this kind of shear problem in ETABS.
