in particular why has it not formed an ion pair with methyl amine?

What kind of medium are you considering? By its carboxylic group, atorvastatin may form ion pairs with bases like amines in weakly polar solvents, as suggests your question.The availability of the COOH group may be impaired by internal association with the basic amide group, or by self association.
