I use Abcam TUNEL Assay Kit - HRP-DAB (ab206386) on mouse tissues. The staining showed a pattern that I expected to see with a specific layer of cells dying due to drug treatment. But the staining was not normal, looked like it was crystalized. Can you suggest what step should be optimized to avoid this issue (my PI think it could be the tissues were left drying too long)?

Yes it can be due to drying of the sections as you mentioned. The other probability is that; sometimes there can remain a little air between your coverslip and the mounting media and that can cause little bubbles which are only visible under microscope. I think these things are most probably air bubbles if you took this photo after mounting the section.
