Every year so many conferences are held and many researchers present their papers and these are reviewed too. But these papers are not used as a criteria for promotion. Then why a researcher present conference paper? If he/she gives time to publish journal papers then he/she will get benefit. Can't it be used for promotion criteria reducing journal paper requirement?
Conference papers if published in conference proceedings really count. In Kenya, we have Commission of University education (CUE) that gives guidelines for promotion. It gives what we call publication points. A paper published in peer-reviewed journal has higher publication points than that published in conference proceedings. The publication points are also shared among authours. The lesser the number of authors the more the publication points
Most of the cases, conference papers contain partial findings which then considered as full paper in any reputed journals with additional information and characterizations. Basically, conference papers are short form and partial findings of a broad investigation. This might be the reason of not considering the conference papers as a criteria for promotion. But some cases, conference leading journal papers are considered for the promotion.
