Sometimes, many institution makes a mistake while articulating their vision statement and strategic goal. What is your opinion? Is there any difference between these two? If it is yes then how to write it? What are those differences? Another question is: Which one comes first- vision or mission?
In my opinion first comes vision, which represents general view on problem, followed by strategic goals to solve highlighted problem

Vision, Mission, Objectives, Strategic plans & Action plans (VMOSA) are the practical planning processes of an organization to achieve its dream. A short description of each is added in its chronological order.
Vision - The ultimate dream of an organization OR where it want to reach in a future successful state. It is described in one or more phrases usually.
eg: Education for all
Mission - This indicates what exactly the organization is planning to achieve to get to its dream (Vision). Mission statements are usually specific and more action oriented.
eg: To create a progress oriented community through education, job, housing and cultural values.
Objectives - These are specific, time-bound, measurable activities to reach to an organization's mission.
eg: To achieve a 40% increase in the job placement of professional graduates by December 2018.
Strategic plans - This describes the planned strategies to attain specific objectives. It could be a broad one which require a collective effort from a number of sections from an organization or a very specific one.
eg: A revision of foreign direct investment regulations would facilitate the entry of multinational companies to the country.
Action plans - A detailed description of activities that exactly show how strategies will be implemented to achieve the objectives designed earlier. It should clearly have a step-wise description of activities, persons responsible, time of completion, required human resources,potential barriers and collaborators - if any.

I would say that strategic goals are the tools used, to implement or achieve the objectives of the vision statement.
