I think for any material to be accepted it must pass standard tests according to the required specifications and requirements. These requirements and specifications are application oriented. So it may be such that these inclusions are tolerated and do not affect the functionality of the steel sheets.

Inclusions have positive or negative impact on materials properties. In case, MN inclusions are high in content, it can yield more toughness as well as fracture resistance. some materials compositions intensionally added according to specifications and they do best for yield and design parameters. The manufacturing process which controlled these inclusions to small size, just example Utilizing graphite precipitation in steel, the balance of machinability and cold forgeability superior to that of the conventional steels were achieved without using Pb, increasing the fatigue strength.

Without the context of the grouping it is not possible to determine where this information has been derived - 'Automotive sheet' is (in this chart) linked to 'deep drawing' which therefore implies that the requirements are similar. I'm afraid this is simplistic as automotive has many types and uses of sheet metal (exterior body panels may require high deformation/plasticity whereas structural use would expect higher hardness steels etc.).

I think an improved definition is required...
