Industries are earning, and it is easy to justify recovery of operational cost for an industrial waste water treatment plant. Municipal wastewater water treatment receive a bulk of wastewater from a big population, scattered over a wast area. In developing word it is difficult to run municipal wastewater treatment plant. They construct such treatment plant, but due to lack of funds, such treatment plant are abundant and not working. In such situations what you suggest, from where to arrange and manage finance for continuous operation?
The operational cost include labours' salary, Laboratory, and electricity charges.
The consumers of water utility ( domestic, commercial and industrial consumers are supposed to pay wastewater treatment

Actually, capital cost of such A project should be covered by the govenment or local authority. Also, as a developing country my country takes loan from funding agencies (such As ADB) to establish such project.
Major fraction of the runing cost ( or the operational cost including labours' salary, and electricity charges) should be covered from Wastwater dischargers based on their discharge quntity (Generally from meter reading)

to collect the cost from dischargers, the cost of WW treatment should e included in water consumption bill . based on estimated of WW treatment cost
ex: a family consumes 55 m3 a month.. then it should pay for the 55m3 of drinking water plus the cost of treating 55m3 of wastewater.
all costs included in one bill and collected by one company..
then the operator of WW treatment plant can collect his mony. this system is applied in Jordan too

Dear Researchers.. Every region has ULBs..ie Urban Local Bodies who take care of water supply.waste water discharge with treatmnt and solid waste disposal.
Property taxes.water usage bills and civic taxes and duties are collected based on size of assets and water usage .
The charges levied for water bill includes the charges for clearance of waste water .
And some civic agencies charge for conservancy costs. It is minimal and not able to take care of running and upkeep costs of the machinery.
Funds not duly transfered etc.. ULBs find it difficult to operate and sustain.
It is a difficult situation. In rare occasions, the effluent and bio wastes duly composted are re used by communities. If this is done a lot of burden will be shared.

The cost of wastewater treatment should be met by those served by the facility. A system of charges should be developed that assesses fees equitably based on the cost of providing this service. For example, rates should be developed on a per cubic meter basis for cost components related to the volume discharged, and cost per kg basis for the BOD5, TSS, TKN and P discharged. Often, those discharging domestic wastewater are charged only on the basis of their volume, with a surcharge (per kg) for BOD, TSS, TKN and P for higher strength dischargers such as industries. In these tariff systems there is also commonly a flat fee that defrays the cost of local sewers, billing, unreserved future capacity, and other cost factors not related to the wastewater being discharged by customers.
I think it would be best if the cost of wastewater treatment plant included in the utility bills.like electricity & water supply.
