There are many papers which have many authors and average number of authors are increasing slowly. So there are some intriguing questions
1) Should be consider only first author papers for promotions?
2) Should be only consider the first author and as supervisor papers for promotions?
3) Should we considered only those papers for promotions which have 10 or higher citations excluding self citations with self citations not more than 20% as they also help in getting citations from others?
4) Should we only consider Q1 Journals and A* Conferences of that domain for example in CS only CS Q1 and A* venues?
5) What should be done to stop the people not being promoted from the Assistant Professor to next grades and come in power and destroy research.
1) No. The second author may have done just as much work as the first.
2) No. The middle author may have done more work than the supervisor.
3) No. It takes too long to get cited, and you may be cited for the wrong reason: "Daud's paper [1] is shown here to be false"!
4)No. Research in new areas can only be published in new journals, which have not yet achieved stability and fame.
5) Stop focussing on quantities, and look at the quality of the Assistant Professor's output in producing quality students and forming quality research groups and conferences.

I agree with Ian. Further, I would like to mention that the number of authors also depends of the research field. For example, research based on CMOS technology means that many peaple work on the technology and therefore many people are co-authors. In contrast, social research is mostly based on statistics carried out by one or two persons.
As Ian mentioned, the quality is more important than the quantity.
The first author should be treated differently, however, while there is a real involvment, all authors should get kinds of benefit.
I understand your situation, that is happen in many overseas countries. I just have finished my promotion. To be real ignore everything that said in this thread if in your promotion committee has its own mind. If the answer is yes follow the rules of your local committee for promotion. Some local promotion committee dos not accept publication from Elsevier or Springer or Emerald for very simple reason that these databases out the list of the promotion committee!. However, if your committee accept the international standard as reported in this thread please follow them. I consider the quality of paper and the journal reputation are the best.
