I guess, a good choice would be Applied Spectroscopy (Impact Factor: 3.5) as one of the world's leading spectroscopy journals that is covering all aspects of spectroscopy. Your research on laser-induced breakdown spectroscopy will thus clearly fall into the scope of the journal.
For further information, please have a look at the journal website:
Xian-Shuang Wang : If you're solely focusing on the method, I would suggest TrAC (https://www.sciencedirect.com/journal/trac-trends-in-analytical-chemistry) or Analytical Chemistry (https://pubs.acs.org/journal/ancham). Spectrochimica Acta is also a good journal, but can hardly be considered high-impact.
If you're focused on some application of the method, there are far more possibilities, but I would need some more details to point you the right way.
Journal of Analytical Atomic Spectrometry (IF: 3.4), Optics Express (IF: 3.8), Applied Optics (IF: 1.9) are all options not yet mentioned that I have published LIBS research in.
