If you're asking about mesh element types, I have found that tetrahedron type elements (set to patch conforming to enable 3D boundary inflation for higher precision at the fluid/pipe interface) are most suited to constant diameter pipes, this for ANSYS CFX.
I think we can use shell elements for steel tubular columns and beams.
Yes, for column or beam stress/deformation analysis you can use shell type elements, especially if the material thickness is far inferior to the other dimensions, such as length, width or diameter.
