I am working on "Adoption of enterprise applications by public sector offices". The such adoption cannot be merely determined by individuals; rather by higher authorities. When it comes to Sri Lankan context, relevant Ministries should decide upon this.
Which adoption model will best serve this purpose? TOE or any other?
Which adoption model will be the best to use?
Beside Technology-Organization-Environment (TOE), you can consider Technology Acceptance Model (TAM), Unified theory of acceptance and use of technology (UTAUT) etc. If respondents are only confined within key decision makers across the relevant ministries, the sample might be few. Since public servants / users in various public sector offices will be using the enterprise applications, sampling for the population can be randomly selected to participate in the survey.
Selecting a model totally depends on the research context, We can use TOE, TAM UTAUT... etc if this suits to the local needs. Exactly using a model sometimes seems difficult. Therefore, you can adapt a model as per your requirements and follow.
TOE,TAM and UTAUT models do supplement the adoption strategies. I am a big fan of all these. Over the years, my experience suggests that such alignment exercises do have limitations for dynamic organizations. Strategic alignment therefore, may get inspirations from Luftman model as well. TAM et al largely focus on individual intention to use technology. I don't think they are really appropriate for organizational adoption situations.
You might also consider socio-technical theory, if your research context is in line with it.
My understanding is that DOI and TOE can be used on organizational level research, while TPB, TAM and UTAUT focus on individual level.
