is there a company that purchase phages just like ATCC does for microbes (they have some phages but few) and cell lines?
Alternatively, is there a good method for isolating phages against a specific bacterium?

You can try the E. coli gene repository center if you concern with E. coli. The ATCC is another possibility. There is a lot of bacteriophage on medical bacteria going on worldwide
I know that Public Health England is a biological resource center where at least 4 culture collections are maintained. You can source for or purchase your phage from the National Collection of Pathogenic Viruses (NCPV). You can find how to order at https://www.phe-culturecollections.org.uk/aboutus/index.aspx.
